a) EXPRESS CONFLICT REQUIREMENTS---if a BSB or URA employee has a conflict (SLETTEN Construction is Kristen SLETTEN-Rosa’s family’s company. Her BROTHER did this work) … MANY laws forbid this…including 7-15-4239, which is specific to TIFIDS like URA.
b) 4239-1(b) REQUIRES FULL DISCLOSURE OF ANY INTEREST (to URA Board &BSB Council…in WRITING and placed in MINUTES. [These NEVER happened.]
c) 4239-2 REQUIRES that “conflict of interest” MUST be disclosed IN WRITING by conflicted staffer-and staffer CANNOT participate in anything.
d) Add’l requirements on full discussion and then a WAIVER of conflict, using independent expert, are elsewhere in MT code AND IRS regs.)
II-P.2 -Attorney follow up on Rick Chappel’s (long ignored) 9/10/18 FOIA/records request for copy of REQUIRED disclosure by Kristen *SLETTEN* Rosa (disclosure battle=10/9/18-1/9/19)
III-P.2&3- ILLEGAL DEMANDS (by Eileen Joyce AND Karen Byrnes) …for over $600 to find and copy a NONEXISTENT DISCLOSURE.
[BTW, MT Supreme Ct. says such huge “cost upfront” demands on “research & copy” fees are illegal under Open Records law; see Victory Ins. v. MT SOS Stapleton.]

V-P.4-My 5/23/18 letter to Dave Palmer, BSB Commissioners, & URA board complaining about URA/KRISTEN SLETTEN/KAREN BYRNES all breaking law/ (esp. on conflict of interest) and related/continuing HUGE excess costs at BSB garage of “insider” deal.
