URA PROPERTY TAX SCAM

In 2014 the “new” URA started at ZERO. In just 18 months the new BSB/URA had FAKED property value increases (in the entire URA district) of SIXTY PER CENT. This created a 60% RISE IN ALL OUR TAXES, which created MILLIONS per year in FAKED revenue to “new” URA.
   

BACKGROUND & DETAILS

WHAT IS A URA? It is a property tax funded “improvement” district that (now) includes ALL OF UPTOWN BUTTE… and (now) goes down to Front Street (see URA map).   
   
HOW IS IT FUNDED? The (new) URA started in 2014 (base year) at ZERO. After 2014 it gets ALL property taxes on all VALUE increases after 2014. [called “incremental value”] 
  
NO PROPERTY VALUE INCREASES IN WHOLE URA DISTRICT = NO MONEY TO URA.
 
HUGE FAKE VALUE INCREASES = HUGE MONEY TO URA IT SHOULD NOT GET. 
   
WHAT IS GOING ON SINCE 2014? Pages 1-5 in the PROOFS below are the official Montana  Department of Revenue forms setting the increase in INCREMENTAL VALUE for 2014-2018.
 
a) 2014-ZERO as it should be, sets “base” only.
  
b) 2015-UP 27% from 2014 “base” no way-values still way DOWN from recession.
  
c) 2016-UP 60% from 2014 “base” **IMPOSSIBLE TO BE UP 60%-still in recession.
  
d) 2017-UP 50% from 2014 “base” still too much “rise”-and how did it go down 10%?
  
e) 2018-UP 50% from 2014 “base” still too much “rise” [‘18/recovery/maybe up some]

WHAT DOES THIS MEAN? -It means that the “values” set for the entire URA were “Gerry-rigged”  BY SIXTY PER CENT (thereafter back to “only”50%). By artificially “jacking up” values, OUR TAX BILLS WENT UP SIXTY PERCENT-aside from rate increases & “road fee”

HOW DID THIS HAPPEN?  Pages 6-8 below show that the Montana Department of Revenue (and ONLY MT DOR) can set these figures, and THEY must report VALUES to the County. Instead, BSB (County Assessor (Dan Fisher) is illegally setting values/sending them to MT DOR.

HUH?  Look, only a few parcels (like NWE HQ, Town Pump HQ) are up by 60%-IN 2020. THERE IS NO WAY THAT THESE VALUE INCREASES STARTING IN 2015 ARE ANYTHING BUT TOTALLY FAKE…and TOTALLY ILLEGAL.

OLD URA  Page 9 of PROOFS (from BSB budget/audit) shows history of % of total taxes going to old & new URA. [A 50% rise=a 1/3 “diversion”; a 100% rise=a 50% “diversion; a 60% rise = a 41% “diversion.] It took DECADES for the old URA to get to a “rise” in value over 100% (50% diversion). And in 2011, the recession DROPPED values (for a “diversion” of 46%) …meaning values FELL from way over 100% UP to about 68-70-% UP (from the ‘80’s when they started).

HOW MUCH $ DOES URA GET?  No one knows: there are NO (mandatory) reports or audits.
